Вы говорите о разнице между изначальной философией и нынешней практикой. Идея, что право народа на оружие направлено против тирании власти, была изначально тривиальной конституционной теорией. Постепенно она была вытеснена из активного употребления, где-то начиная с Реконструкции. Я же говорю: не принято. ;)
